City Council Preview: Monday, January 9, 2023


The first scheduled Regular Council session for 2023 arrives tonight, with the City's Mayor and Council members facing some challenges over the holiday period related to the city's water infrastructure that may merit an update as part of their work on the evening.

As for the Agenda for the evening, the blueprint for the evening offers a range of topics up for review, most of them related to reports from a number of senior staffers.

Among the departments set to provide notes for consideration on the evening, the Planning Department, Chief Financial Officer and Director of Operations and Intergovernmental Affairs.

Topics include a pair of Development Activity Reports,  an update on plans for the City's Operations move to the MacCarthy location on Portage, a Major Projects update and a report on Port related PILT assessments.

The Corporate Administrator has two requests for letters of support for Council to consider, while three bylaw items round out the night's workload for the council members.

Tonight's Council session starts at 7 PM and can be viewed by way of the Live Feed from the City Website, or on Cable Television from CityWest Cable channel 10/310.

The session is normally posted to the City's YouTube archive within 24 hours of the session concluding.

Council will also host a Special Council session.

The 5:00 PM meeting is closed to the public for the elements of the Community Charter cited below:

90.1 (k) negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the council, could reasonable be expected to harm the interests of the municipality if they were held in public.

That Closed meeting marks the first of the Closed Council sessions for 2023. 

Last year City Council hosted twenty Closed sessions through the year.

REGULAR SESSION OF CITY COUNCIL

Adoption of Agenda and Past minutes -- The Mayor will review the Agenda for the evening and Council will adopt the minutes of the past meetings.

Reports and Resolutions

Report from Planning  Re: Development Activity Reports for November and December 2022 -- Council will receive a pair of reports related to development activity (see page 9 from the Agenda)

Report from the Director of Operations and Intergovernmental Relations Re: Public Works Building update -- Director Richard Pucci will provide an update on the progress towards the plans to move civic operations to the old McCarthy GM location (see page 21 from the Agenda)

Report from the Director of Operations and Intergovernmental Relations Re:  Major Projects Monthly update -- Director Richard Pucci will update Council on the progress for a number of projects (see page 23 from the Agenda)

Report from the Corporate Administrator Re: Rural Economic Diversification and Infrastructure (REDIP) Fund Letter of Support for the Prince Rupert Golf Club -- Council will hear the background towards the Golf Club's plans to apply for the grant towards greens renovations, work on the driving range tee area and a potential extension of storage area. (see page 26 from the Agenda)

Report from the Corporate Administrator Re: Rural Economic Diversification and Infrastructure (REDIP) Fund Letter of Support for Tourism Prince Rupert -- Council will hear the background towards Tourism Prince Rupert's plans to apply for funding for their Mariner's Park project. (see page 27  from the Agenda)

Report from the Chief Financial Officer Re: Property Values for PILT -- CFO Corinne Bomben will follow up on a request from the summer by Council for a review of the Property values assessed on Port properties towards the Payment in lieu of Taxes program (see page 28 from the Agenda)

Bylaws

City of Prince Rupert Road Dedication Bylaw -- No. 3512, 2023 -- Council will introduce and give first reading to the Zoning Amendment Bylaw for the roadway near the Digby Towers complex. (see page 53 from the Agenda)

City of Prince Rupert Road Dedication Bylaw -- No. 3513, 2023 -- Council will introduce and give first reading to the Zoning Amendment Bylaw for the roadways (lanes) in the Park Avenue to Second Avenue West area of the city. (see page 56 from the Agenda)

City of Prince Rupert Council Procedure Bylaw -- No. 3508, 2022 -- Council will give fourth and final reading to the City of Prince Rupert Procedure Bylaw (see page 61 from the Agenda)

The evening will come to an end with any additional Items as well as Reports, Questions and Inquiries from Members of Council.

Council members can also take advantage of the period to offer up any items or concerns that they may have for consideration on the evening.
