Council Preview: Monday, December 11, 2023


One last opportunity for Public Comment on the 2024 Budget process is one of a number of items up for review for the final scheduled Council session for 2023.

The main focus for the night is the final steps for the Budget and Five Year Financial Plan, with Council to provide for the fourth and final vote on the required bylaw.

The evening begins with a presentation from the Prince Rupert Port Authority, with council to receive an update on Port Operations and expansion projects.

The Public should have an opportunity to Comment on any item from the Regular Agenda at the start of that Regular session  starting at 7 PM session tonight  an evening which also features a range of reports as part of the Consent Agenda.

Included among other items for consideration on the night:  The Council schedule for 2024, Summary of Reconciliation and Committee formation 

Variance requests, the return of housing plans for Drake Crescent and the topic of the Moby Dick Goats also make for some of the work. Along with the vote to set the course forward towards the adoption of the Budget and Five Year plan.

Friday, the City issued Public Notice toward a rezoning plan for the Kwinitsa Waterfront areas, our notes towards that theme from Friday can be reviewed here.

Monday's  Regular Council session starts at 7 PM and can be viewed by way of the Live Feed from the City Website.

Council members also host a Closed session at 5PM the details as to why the session will exclude the public are available for review here.  

The Council also has noted of a Special Council meeting for 5PM, with few details towards its purpose.

The Regular Council session is normally posted to the City's YouTube archive within 24 hours of the session concluding.

Approval of Agenda  -- The Mayor will review the Agenda of the December 11 session and seek approval of Council  towards it.

Not listed on the Published Agenda as of Friday afternoon, but an item that should be presented if past council sessions are a guide; is that related to the public comment process the city has put in place for Council meetings: 

Public Comments regarding Agenda items -- This period normally offers a chance for those in attendance to speak to any items to be addressed on the Agenda for the evening. Those would  include opportunity for public comment towards the 2024 Draft Budget which is the focus for Final Reading later in the evening.

City of Prince Rupert 2025 Five Year Financial Plan Bylaw No. 3526, 2023-- Council will be asked to provide Fourth and Final reading to the  the five Year Financial Plan 3526,2023.  (see pages 61 - 75   )

Report from the Director of Development Services -- Re: City of Prince Rupert OCP amendment bylaw No 2527, 2023 and Zoning Amendment Bylaw No, 3528, 2023 -- Council will hear of plans to amend the zoning for property near Kwinista station on the waterfront to move it from Industiral to City Core and to move the process on to Public Hearing. (see pages 76 - 88   )

Business Arising

Council Round Table and Public Question Period -- Council members will have opportunity to raise items of interest or concern for consideration.
