City Council Preview: Tuesday, September 20, 2022




The only Council session for September takes place this evening, as the Council members fresh from their travels to Whistler and the UBCM convention make for the last of their more relaxed summer schedule of review for civic issues.

The September session, making for the second to last public council session for the current council membership, which other than Mayor Brain and Councillor Mirau, have all announced that they will seeking re-election in the October 15th Municipal election.

The session tonight, which had been rescheduled from Monday owing to the National Day of Mourning for the Queen's Funeral, features a number of presentations from the city's Planning Office and Financial Office.

For its work on the evening,  the City's planning department will deliver an update of recent activity and will also outline the nature of a range of Development Variance Permit requests up for consideration on the night.

Council will also receive a number of reports from the City's Chief Financial Officer Corinne Bomben, including a review of the Permissive Property Tax Exemptions for 2022.

The need for a rezoning of the property that will house the new RCMP detachment will also be part of Council's work on the evening.

It being a Committee of the Whole Night the Public will have opportunity to ask questions or raise items of concern with the Council membership.

An advisory at the top of the Council Agenda Page notes of the return of proceedings to the Council Chambers and offers up guidance for the public on how they can participate with the civic process.

Tonight's Council session starts at 7PM and can viewed by way of the Live Feed from the City Website, or on Cable Television from CityWest Cable Channel 10/310.

The session is normally posted to the City's YouTube archive within 24 hours of the session concluding.


Council will also host a Special Council Session 

The 5:00 PM meeting is closed to public for the two elements of the Community Charter cited below:

(k) Negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the council, could reasonably be expected to harm the interests of the municipality if they were held in public.


That meeting tonight marks the  Sixteenth Closed Session hosted this year by Council to date.

Adoption of Agenda and Past minutes -- The Mayor will review the agenda for the evening and Council will adopt the minutes of past meetings.

Report from Planning - Development Activity Report  -- Council will receive a report on the Activity of the Planning Department in August  .  (see page 11  of the Agenda package)

Report from Planning - Development Variance Permit for a property at 1444 2nd Avenue West   -- Council will receive a report from the planning department related to the request for the variance.  (see page 19  of the Agenda package)

Report from Planning - Development Variance Permit for a property at 1153 Ambrose Avenue   -- Council will receive a report from the planning department related to the request for the variance.  (see page  32  of the Agenda package)

Report from Chief Financial Officer -- July 2022 Financial variance report -- Council will receive a report from CFO Corinne Bomben, related to the Financial variances of June. (see page 39 of the Agenda package)

Report from the Corporate Administrator - Westcoast Connector Transmission Project Environmental Certificate Extension Request   .  Council will hear the request for the City's support towards a five year extension for the Westcoast Connector Gas Transmission project as part of its Environmental Assessment Certificate process (see page 45  of the Agenda package)

Bylaws

Report from Chief Financial Officer -- Permissive Property Tax Exemption Bylaw Not 3501, 2-22  --Council will  be asked to repeal the Permissive Tax Exemption Bylaw from 2019 and a 2021 amendment, and then to provide First, Second and Third Reading of the new Tax exemption bylaw for 2022 (see page  52 of the Agenda package)

Report from Planning - City of Prince Rupert Zoning Amendment Bylaw 3503, 2022 -- Council will be asked to give First and Second reading to the Bylaw related to rezoning requirements for the new RCMP detachment location.  (see page 62 of the Agenda package)

The evening will come to an end with any Additional Items as well as Reports, Questions and Inquiries from Members of Council.

Council members can  take advantage of the period to offer up any items or concerns that they have for consideration on the night.
