Council Preview: Monday, October 24, 2022




The final Council session for the class of 2018 takes place tonight, one that features the departure from the municipal political scene (for now perhaps) for Mayor Lee Brain and Councillor Blair Mirau, who both step away from their posts with the end of their terms of office.

The rest of the Council membership was re-elected on October 15th and will return with the new Mayor Herb Pond and a new Council member Teri Forster in November.

Tonight sees the Council set to receive a number of reports and updates from various departments, as well as discussion on two initiatives one on transportation and the other on housing.

Tonight's Council session starts at 7PM and can viewed by way of the Live Feed from the City Website, or on Cable Television from CityWest Cable Channel 10/310.

The session is normally posted to the City's YouTube archive within 24 hours of the session concluding.


The Night is also the final Committee of the Whole session for the departing council collective, offering a chance for some public comments this evening.

Council members will host their seventeenth Closed Session as well tonight, the 5PM session closed to the public owing to the following:

(c) labour relations or other employee relations; 

(e) the acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality.

The Closed session, marks the eighteenth and last one of the year for the current collective.

The tally board starts anew in November with the installation of the next Council.

REGULAR SESSION OF CITY COUNCIL

Adoption of Agenda and Past minutes -- The Mayor will review the agenda for the evening and Council will adopt the minutes of past meetings.

Reports and Resolutions

Report from Director of Government Relations & Intergovernmental Relations  -- Major Projects Update   -- Council will receive an update from Richard Pucci on the range of major projects underway  (see page 8  of the Agenda package)

Report from Corporate Administrator - Council Resolutions Update   -- Council will  receive a report from Rosa Miller related to the status of their past Council resolutions (see page  11 of the Agenda package)

Report from Chief Financial Officer -- Financial Variance Report for August 2022 -- Council will receive a report from Corinne Bomben outlining the August Financial Variances. (see page  14 of the Agenda package)

Report from Planning --DVP 22-20Council will receive a report from the planning department outlining the scope of the permit for a property on Ambrose Avenue.  (see page  20 of the Agenda package)

Report from Planning -- Development Activity Report for September Council will receive a report from the planning department related to planning themes from September. (see page  23 of the Agenda package)

Report from Planning --Development Variance Permit #22-21 Council will receive a report from the planning department outlining the scope of a variance request for a property on 6th Avenue West. (see page  31 of the Agenda package)

Report from Planning --Development Variance Permit #22-22 Council will receive a report from the planning department outlining the scope of a variance request for a property on India Avenue. (see page  38 of the Agenda package)

Report from Planning -- Support from the 2022/23 Active Transportation Network Planning Grant  Council will receive a report from the planning department with a recommendation for funding from the 2022/23 Active Transportation Network Planning Grant for the active component of the City's transportation plan for a detail design for a reconfigured 2nd Avenue incorporation active transportation elements. (see page  47 of the Agenda package)

Report from Planning -- Extension of Housing Incentives Council will receive a report from the planning department with a recommendation to waive all fees for residential Rezoning, Development Permit and Building permit applications outside of te City Are that result in new residential units for one year. The effective date of the measure would be from November 1, 2022 to November 1, 2023. (see page  57 of the Agenda package)

Bylaws

Report from Planning  -- Prince Rupert Zoning Amendment Bylaw 3504, 2022 for Parking in Specified Areas  --Council will  be asked to provide First and Second Readings to the bylaw amendment that would waive parking requirements for new buildings, with the exception of residential-only buildings, in the Parking Specified Areas. (see page 59 of the Agenda package)

Report from the Chief Financial Officer / Deputy City Manager - Digby Island Ferry and Prince Rupert Ground Transportation,, Systems  Tarrifs and Charges Amendment Bylaw No. 3503,222   .  Council will  be asked to provide Fourth and final  readings to the proposed changes  (see page 63  of the Agenda package)

The evening will come to an end with any Additional Items as well as Reports, Questions and Inquiries from Members of Council.

Council members can  take advantage of the period to offer up any items or concerns that they have for consideration on the night.
