City Council Preview: Monday, April 11, 2022




It's a fairly compact agenda for the City's Councillors and Mayor this evening, much of the work some housekeeping items from previous sessions on variance permits and bylaw requirements. 

An advisory at the top of the Council Agenda Page charts the course of action for the Council sessions which have now returned to the City Hall Chambers and reopened the doors for the public.

The update offers up guidance for the public on how they can participate with the civic process.

Tonight also brings a Special Committee of the Whole component to the evening.

The Committee of the Whole Session  is to feature a presentation from the City's Chief Financial Officer,  who will outline her second Report on the 2022 Budget process. Council will then ask for any comments from the public related to the Budget process ahead.

The public comment period providing for one final chance for Prince Rupert residents to offer guidance to the Council and Financial Office before they put together the Final draft of the 2022 Financial Plan and Budget.

The Committee of the Whole Session will precede the Regular Council Session at 7PM

The Regular Council session features the afore mentioned Reports from the planning department related to Development Variance Permits and bylaw items for attention. Among those is a return of the City's Renoviction related Bylaw (Business Regulations and Licensing bylaw) which is back for another go at a third reading following some additional work on the document.

The night also features a number of reports providing updates on past resolutions, the monthly major project update, as well as Development Activity report from Planning.

Council will also receive a Report on a pair of Project Transition notifications, one for the CN Station project, the other for the RCMP Detachment project.

Council members will also have opportunity to raise any items or notes of interest at the end of the Regular Council Session.  

One topic that someone on Council may want to raise was the delay in providing for the video record for the March 14th session, which was not posted to the City's YouTube portal until March 23rd, a fairly significant gap in the usual timeline for delivery.

Tonight's Council session can viewed by way of the Live Feed from the City website, or on Cable Television from CityWest Cable Channel 10/310.

With luck, the City will have resolved the issues from the March session which had left the Council session not streamed live through the City website owing to technical issues.

The session is normally posted to the City's YouTube archive within 24 hours of the session concluding.


Council will also host a Special Council Session.   

The 5:00 PM meeting is closed to public for the  element of the Community Charter cited below:

as well as 

litigation or potential litigation affecting the municipality.

That meeting tonight marks the  Seventh  Closed Session hosted this year by Council to date.

Adoption of Agenda and Past minutes -- The Mayor will review the agenda for the evening and Council will adopt the minutes of past meetings.

Report from Corporate Administrator   -- Council will hear a report from the Corporate Administrator on related  Council Resolution updates from previous sessions  (see page 13  of the Agenda package)

Report from Director of Operations  -- Council will hear the Monthly Major projects Update from Richard Pucci, the City's Director of Operations and Intergovernmental Relations (see page 14 of the Agenda package)

Report from Director of Operations  -- Council will hear a report from Richard Pucci, the City's Director of Operations and Intergovernmental Relations outlining a Transition Notification related to the CN Station and RCMP Detachment projects  (see page 17  of the Agenda package)

Report from Planning  -- Council will hear a report from the planning department noting the Development Activity in the city for March 2022  (see page 18 of the Agenda package)

Report from Planning  -- Council will hear a report from planning related towards a Development Variance Permit for a property at 1107 -- 11th Avenue East  (see page 27  of the Agenda package)

Bylaws

Report from Planning -- Rezoning of property --  Council will be asked to provide fourth and final reading for the bylaw to allow for a change in property designation from Residential to Industrial for a property on Portage Avenue.  (see page 44  of the Agenda package)

Report from Director of Operations --  Cemetery Fees and Care Amendment Bylaw -- Council will be asked to provide  fourth and final reading for the bylaw.  (see page 48  of the Agenda package)

Report from Director of Operations --  Road Closure Bylaw -- Council will be asked to repeal Third Reading of the Closure Bylaw  (see page 50  of the Agenda package)

Report from City Manager/Planner -- Business Regulations and Licensing Bylaw --  Council will be asked to provide third reading for the bylaw to allow for a change in property designation from Residential to Industrial for a property on Portage Avenue.  (see page 53  of the Agenda package)

The evening will come to an end with any Additional Items as well as Reports, Questions and Inquiries from Members of Council.

Council members can  take advantage of the period to offer up any items or concerns that they have for consideration on the night.
