Council Preview: Tuesday, February 21, 2023


Council members have another full night ahead for their final session for the month of February, with a Public Hearing,  Regular Council Session and Closed meeting all set to take place from 6 PM onwards.

The Public Hearing  is related to a proposal to amend Height restrictions in some instances in the downtown core area.

The Regular Session 

Tonight's Regular Council session starts at 7 PM and can be viewed by way of the Live Feed from the City Website, or on Cable Television from CityWest Cable channel 10/310.

The session is normally posted to the City's YouTube archive within 24 hours of the session concluding.

Council will also host a Special Council Session

The meeting which is closed to the public will take place immediately following the Regular Council session. It will be closed to the public for the elements of the Community Charter cited below: 

90.1 (a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agenda of the municipality or another position appointed by the municipality

90.1 (g) litigation or potential litigation affecting the municipality.

That Closed meeting marks the Fourth of the Closed Council sessions for 2023.

Public Hearing Agenda 

Call to Order -- The Mayor will call the Public Hearing to Order

Zoning Amendment Bylaw No. 3479, 2022

Report from Planning  Re:  -- Council will receive a report from Planing related to the bylaw in question, which would provide an amendment to allow a building height higher than contemplated in the Official Community Plan if Council considers a building height to be low impact in terms of view obstruction.

Public Comment Period  -- Those in attendance will be offered the opportunity to speak to the subject of th Bylaw revisions.

REGULAR SESSION OF CITY COUNCIL

Adoption of Agenda and Past minutes -- The Mayor will review the Agenda for the evening and seek approval of Council  towards it. 

Public Comments regarding Agenda items -- New to the Council procedures, this period offers a chance for those in attendance to speak to any items to be addressed on the Agenda for the evening. 

Consent Agenda

Council minutes -- Council will review and adopt the minutes of the February 6th and 9th session.

Staff Report: Monthly Fire Rescue report January 2023 (see page 12 from the Agenda)

Staff Report:  Development Activity Report  for January  (see page 14 from the Agenda)

Staff Report: Water Treatment Procurement Method - Technical Memo (see page 16 from the Agenda)

Correspondences

Correspondences  -- Council will review a news release on the NCRD Sandspit EV charger installation (see page 28  from the Agenda)

Correspondences -- Council will receive a letter from Tracey Hoffman, ICBC Road Safety and Community Coordinator (see page 30 from the Agenda)

Correspondences -- Council will review a letter from Mayor Pond to Taylor Bachrach related to his appointment as  Deputy Critic for Fisheries and the Canadian Coast Guard  (see page  31 from the Agenda)

Correspondences --  Council will receive an Information Bulletin and Statement from Northern Health's Board Chair -- related to the retirement ahead for the NH President and CEO (see page  32 from the Agenda)

Correspondences --  Council will receive an Information Release related to a Northern Health text alert program for toxic drugs that is now available in the North. (see 33 page  from the Agenda)

Release of Closed Meeting Items  -- Council will release any items from Previous Closed Sessions

Recommendation

Council will be asked that all items of the Consent Agreementt be accepted and filed

Report from Planning Manager  Re: Request for support for Rapid Housing Initiative 3.0 -- Myfannwy Pope, Planning Manager will provide a report related to the city's application to the CMHC Rapid Housing initiative. (see page 34  from the Agenda)

Report from The Communications Manager -- Re: Update on Reconciliation Framework Committee Development and Policy Workplan  -- Ms. Veronika Stewart will outline the process towards the City's Reconciliation Framework  initiative. (see page 35 from the Agenda)

Report from The Corporate Administrator -- Re: City of Prince Rupert Council Meeting Schedule  -- Council will hear details related to changes planned for the council March meeting schedule.  (see page   44 from the Agenda)

Bylaws

City of Prince Rupert Fire Control  and Protection Amendment Bylaw -- No. 3515, 2023 -- Council will give fourth and Final reading to the City of Prince Rupert Fire Control and Protection Amendment Bylaw (see page 46 from the Agenda)

City of Prince Rupert Road Dedication Bylaw -- No. 3512, 2023 -- Council will give second reading to the City of Prince Rupert Bylaw for the roadway near the Digby Tower. (see page 49  from the Agenda)

City of Prince Rupert Road Dedication Bylaw -- No. 3513 , 2023 -- Council will give second reading to the City of Prince Rupert Bylaw for the roadway noted between Park Avenue and Second Avenue West  (see page 52  from the Agenda)

City of Prince Rupert Official Community Plan Bylaw -- No. 3479, 2022 -- Council will give third reading towards the amendment to the Bylaw related to height allowances in the downtown core.  (see page 56 from the Agenda)

Business Arising

Council Round Table and Public Question Period -- Council members will have opportunity to raise items of interest or concern for consideration.

Adjournment -- The Mayor will bring the session to a close with a call to adjourn
