City Council Preview: Monday, June 24, 2019



With Council set to move into its more leisurely pace of once a month meetings from July through September, tonight marks the final of the two a month sessions, with Presentations making for much of the agenda for this Monday evening, with two set for the Committee of the Whole process.

As the evening gets underway, Council will hear a presentation on voting rights, as well as an update from the Racquet Centre will provide for some of the public input portion of the evening.

The evening will also offer an opportunity for the only public comment opportunity when it comes to the City's Annual report and supporting documentation.

The Committee of the Whole session will also offer opportunity for the public to raise any other comments, concerns or other items of note for the Council membership.

The Agenda for the Regular Council session is even lighter than usual for council this evening, with some care taking required of the Annual Report and the adoption of changes to the Permissive Property Tax Exemptions.

Council will also announce the names of those to be honoured with Civic Awards on Canada Day at Mariner's Park, as well as to review two items of interest raised by Mayor Brain.

They include a letter of support for the CBC in the region, as well as a call for a report from staff on the feasibility of allowing for small animal livestock in the community.

Prior to the Regular Council session of Monday evening Council members will also host a Special Closed Session planned for 5PM,  the Council membership citing one element of the Community Charter for the closed session.

COMMITTEE OF THE WHOLE

Adoption of Agenda and Past minutes -- Mayor Brain will call the meeting to order and then will review the COW agenda for the evening and Council will adopt the minutes of past meetings.

Petitions and Delegations

Presentation from Mr. Rodrigo Samayoa, Fresh Voices: on the lost votes initiative, to give permanent residents of Canada the right to vote in municipal elections.

Presentation from a delegation of the Prince Rupert Racquet Association: Richard Haley, Bill Nicholls and Facility Manager Tamar O'Rear will update Council on the latest notes from the 9th Avenue West facility.

City Manager's Report -- 2018 Annual Report -- Residents will have an opportunity to offer comments or ask questions of Council related to the 2019 Annual Report which is available on the City website.

Question Period from the Public

The Public can speak to any issue they wish.

Report from the  City Manager Annual Report for 2018 --  Council having had opportunity to hear from the public during the Committee of the Whole process, will vote whether to approve the 2018 Annual Report.

Report from the Chief Financial Officer     -- Council will hear a report from Ms. Corinne Bomben that outlines the Permissive Property Tax Exemption Policy. Council will then vote whether to adopt the policy and extend the submission deadline to August 15th, 2019  (see page 7 of the Agenda)

Resolutions from Closed Meetings

Council will announce the following individuals as those to be awarded Civic Recognition Awards at the Canada Day celebrations at Mariner's Park.

Civic Appreciation Award -- Phuong Nguyen

Civic Merit Award -- Ian Lihou

The two recipients were selected at the June 10th Closed Council Session.


Bylaws


The evening will come to an end with any Additional Items as well as Reports, Questions and Inquiries from Members of Council.

On the Agenda include two items from Mayor Lee Brain

Mayor Brain's recommendation that staff be directed to provide a letter of support to advocate for keeping CBC Radio One in Prince Rupert.

Mayor Brain's recommendation that Council direct staff to prepare an analysis and feasibility report in regard to small livestock within the City of Prince Rupert.

Council members can also take advantage of the period to offer up any items or concerns that they have for consideration on the night.
