City Council Preview: Monday, November 22, 2021



It will be report night for Prince Rupert City Council, with a range of Operations reports set to be delivered during the course of theMonday evening session.

While the City Council members have made a return to the Council Chamber, the public is still not allowed to make an appearance in the gallery, with the following advisory still posted to the City of Prince Rupert Agenda page.

In accordance with current Provincial Orders, scheduled Regular Council Meetings have moved to a remote format for public access – available on Citywest Cable Channel 10/310, and live streaming at www.princerupert.ca/live. 

Videos of the City’s Council meetings are also posted to YouTube in the days following the meeting. In the interests of public health and safety, at this time no one will be permitted into City Hall to view in the gallery, in order to ensure we can maintain physical distancing requirements. 

Tonight, as the second meeting of the month, is a Committee of the Whole night, allowing for participation of the public on items that they may have to raise with Council, though with the above guidelines in place,  a phone call to City Hall to hear as to how to participate may be wise prior to 7PM.

The COW session also makes for the first of the reports from the City's Director of Operations Richard Pucci, who will speak to council on the Solid Waste Management Bylaw, something which may provide an opportunity for an update on the city's curbside garbage collection and recycling program for the new year.


Mr. Pucci's work will continue in the Regular Council session, with reports to be provided on the status of Major Projects, a site location for a proposed PUMP Track and a report on a provincial land referral issue.

Paul Venditelli the Manager of Transportation and Economic Development will have an update on the grant process related to the development of the CN Waterfront station project at Rotary Waterfront park.

The Corporate Administrator has a pair of reports, one on the 2022 Acting Mayor Schedule and another on the release of information related to appointments to the Prince Rupert Airport Society.

City Manager Rob Buchan is set to review the city's Strategic Plan Action List, while the planning department also has some zoning items up for review.

Council will also host a Special Council Session,  the meeting closed to public for the reasons cited below:
 
Personal information about an identifiable individual who holds or is being considered for a positon as an officer, employee or agent of the municipality or another position appointed by the municipality

Litigation or potential litigation affecting the municipality

The meeting tonight marks the twenty first such closed discussion session hosted this year by Council

Adoption of Agenda and Past minutes -- The Mayor will review the agenda for the evening and Council will adopt the minutes of past meetings.

Report from  Director of Operations  -- Report on Major Projects Monthly update  --  Mr. Pucci will provide an overview of some of the city's Mayor infrastructure projects that are underway (see page 8 of the Agenda package)

Report from Manager of Transportation and Economic Development  -- Re: Northern Development Initiative Trust economic Infrastructure grant -- Mr. Venditelli will outline some background on the grant towards work on the CN Rail Heritage building on the Prince Rupert waterfront . (see page 10 of the Agenda package)

Report from Director of Operations  -- Re: TORCA Pump Track -- License to Occupy -- Mr. Pucci will provide a review on plans to construct a pump Track at McClymont Creek Park . (see page  12 of the Agenda package)

Report from City Manager -- Strategic Plan Actions   --  Mr. Rob Buchan will review the city's Strategic Plan Action list and make any amendments as necessary  (see page  26 of the Agenda package)

Report from Planning -- Zoning Amendment Bylaw No. 3479, 2021   --  Council will give fourth and final reading to the Bylaw (see page 35  of the Agenda package)

Report from Planning -- Rezoning application for a property on 11th Avenue East   --  Council will hear a report related to a request for rezoning of a property on 11th Avenue East and prepare for public hearing following community consultation (see page 38  of the Agenda package)

Report from Director of Operations  -- Solid Waste Management Bylaw   --  Having received a report from Mr. Pucci as part of the Committee of the Whole session, Council will then consider 1st, 2nd and Third reading of the Solid Waste Management Bylaw  (see page 47  of the Agenda package)

The evening will come to an end with any Additional Items as well as Reports, Questions and Inquiries from Members of Council.

Council members can  take advantage of the period to offer up any items or concerns that they have for consideration on the night.
