Eight days to go for North Coast Regional District's Alternate Approval Process on Recycling Facility

A two month process designed to move forward with borrowing for upgrades for the Kaien Road Recycling Centre is almost at its end, with the deadline for the Alternative Approval Process by North Coast Regional District set to arrive on February 28th.

The decision to use the process, which at times has been a controversial instrument for consultation, was announced on December 14th.

With the District looking to receive the authority to borrow up to 500,000 dollar for the purpose of borrowing funds, over a 20 year period to complete upgrades to the Regional Recycling Facility in Prince Rupert.

The AAP process will provide for that authorization if the total of the responses to the call for action comes to less than 10 percent of the eligible voters by the 28th. 

Should the returns total more than ten percent, then the loan request would be required to be put to full voting process for all eligible voters across the Regional District coverage area.

The number that Regional District has made as the benchmark to trigger such a vote would be the return of 916 forms.

There hasn't been much heard about the process since it was launched in December, other than a paid advertisement or two found in the back pages of the weekly paper, the topic has not seen a lot of discussion from Regional officials.

Likewise, those members of Prince Rupert council that serve on the Regional Board have not made any mention of the AAP initiative during their City Council sessions of 2019.
