City Council Preview: Monday June 27, 2022




The Final Council session for May and the last of the twice  a month gatherings arrives tonight, with Council set to take to the more relaxed summer period of once a month session through to the end of September. 

Tonight's agenda suggests a busy night us ahead, with a wide a range of items of note ahead of the city's elected officials, among them a 6 PM Public Hearing where the topic of note is the City Council plans for an omnibus bylaw covering a large volume of elements.

The Regular Council session features a pair of reports from the City's Operations Director, with Richard Pucci to provide an update on Major Projects, as well he will seek approval to pursue grant funding for the city's test project of the wastewater treatment initatitve for the Omenica Avenue Area.

The City's planning department will outline the nature of a range of Development Variance Permit requests up for consideration on the night.

Council will also release the names of those members of the community to receive Community Awards this year.

It being a Committee of the Whole Night  Council will receive a report from the Communications Director related to the 2021 Annual Report, members of the public can also ask questions or make comments towards that report.

An advisory at the top of the Council Agenda Page notes of the return of proceedings to the Council Chambers and offers up guidance for the public on how they can participate with the civic process.

Tonight's Council session starts at 7PM and can viewed by way of the Live Feed from the City Website, or on Cable Television from CityWest Cable Channel 10/310.

The session is normally posted to the City's YouTube archive within 24 hours of the session concluding.


Council will also host a Special Council Session  

The 5:00 PM meeting is closed to public for the  elements of the Community Charter cited below:

Litigation or potential litigation affecting the municipality

the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose.


That meeting tonight marks the  Eleventh Closed Session hosted this year by Council to date.

REGULAR SESSION OF CITY COUNCIL

Adoption of Agenda and Past minutes -- The Mayor will review the agenda for the evening and Council will adopt the minutes of past meetings.

Report from Director of Operations and Intergovernmental Relations -- Major Projects - Monthly Update  -- Council will receive a report from the Director of Operations Richard Pucci providing an update on the status of Major projects that the city has underway   (see page 8  of the Agenda package)

Report from Director of Operations and Intergovernmental Relations -- Wastewater Treatment Grant Application - Strategic Priorities Fund  -- Council will receive a report from Richard Pucci related to the proposed Omineca Wastewater Treatment Facility, the Operations Director will be seeking approval to apply for grant funding for the project.  (see page 11 of the Agenda package)

Report from Planning - Development Variance Permit for a property on 6th Avenue East     -- Council will receive a report from the planning department related to the request for the variance.  (see page 13  of the Agenda package)

Report from Planning - Development Variance Permit for a property on 3rd Avenue West     -- Council will receive a report from  the planning department related to the request for the variance.  (see page  21 of the Agenda package)

Report from Planning - Development Variance Permit for a property on Tatlow Street   -- Council will receive a report from the planning department related to the request for the variance.  (see page 27  of the Agenda package)

Report from Planning - Development Variance Permit for a property on 9th Avenue West     -- Council will receive a report from the planning department related to the request for the variance.  (see page  33 of the Agenda package)

Report from Planning - Development Variance Permit for a property on Hays Cove Circle   -- Council will receive a report from the planning department related to the request for the variance.  (see page 41  of the Agenda package)

Resolution Ratification from the Committee of the Whole -- Annual Report

Resolution from Closed Meeting -- Civic Awards-- Council will announce the names of those in the community to be awarded civic Recognition Awards.

This year the city will award Civic Merit Awards to Teresa Mackereth, Ella Ferland and Rob Gruber 

Bylaws

City of Prince Rupert Elections Voting Procedure and Automated Vote Counting system authorization Bylaw  -- Council will be asked to provide fourth and Final reading to the bylaw  (see page 47 of the Agenda package)

City of Prince Rupert Five Year Financial Plan Amendment Bylaw  -- Council will receive a report related to the amendment to the Financial Plan, that related to required repairs for the Airport Ferry Dock Ramp on Digby Island and the ongoing work required for waterline repairs on McBride Street. Council  will be asked to provide First, Second and third reading to the amended bylaw  (see page 57  of the Agenda package)

City of Prince Rupert Police Detachment  Loan Authorization  -- Council will be asked to provide fourth and Final reading towards the Police Detachment Loan Authorization Bylaw  (see page  72 of the Agenda package)

City of Prince Rupert Zoning Amendment Bylaw  -- Council having hosted a Public Hearing on the topic earlier in the evening will be asked to provide Third Reading of the Zoning Amendment Bylaw (see page  74 of the Agenda package)


The evening will come to an end with any Additional Items as well as Reports, Questions and Inquiries from Members of Council.

Council members can  take advantage of the period to offer up any items or concerns that they have for consideration on the night.
