City Council Preview: Monday, May 27, 2019



Presentations make for much of the agenda for this Monday evening bit of Council work with the City Council members set to receive guests in both the Regular and Committee of the Whole Sessions on the night.

In the Committee of the Whole session, Council will hear from Mr. Chris Lightfoot, he will provide a review of the BC Alliance for Healthy Living's Communities on the Move Declaration.

The Committee of the Whole session will also offer opportunity for the public to raise comments, concerns or other items of note for the Council membership.

During the regular Council session, four members of a collective that have completed a Tsunami Study will deliver their Draft results to the Council members.

Council will also provide opportunity for residents of the First Avenue West area to offer comments related to a request for development variance permit, they will follow up that community comment period with a further look at the request and act upon it.

The City's communication manager Veronika Stewart will also deliver a report to Council with recommendations for a contract award for the city's Child Care Study and Action Plan work.

Three Correspondences requesting action from council on a number of initiatives will be up for review by Council as well.

Prior to the Regular Council session of Monday evening Council members will also host a Special Closed Session planned for 5PM,  the Council membership citing two elements of the Community Charter for the closed session.

(a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality.

(c) labour relations or other employee relations.

COMMITTEE OF THE WHOLE

Adoption of Agenda and Past minutes -- Mayor Brain will call the meeting to order and then will review the COW agenda for the evening and Council will adopt the minutes of past meetings.

Petitions and Delegations

Presentation from Mr. Chris Lightfoot, he will provide a review of the BC Alliance for Healthy Living's Communities on the Move Declaration.

Question Period from the Public

The Public can speak to any issue they wish.

Petitions and Delegations

Draft Tsunami Study Results -- Graham Farsta of the Arlington Group; Professor John Clague and Reza Amouzgar, Ocean Networks Canada and Phillipe St-Germain of NHC, will present the results of the draft study in Tsunami risk.

Application for Development Variance Permit -- Council will allow for public comment related to the request for a development variance permit for a property at 998 1st Avenue West

Reports and Recommendations

Report from the  City Planner --  Council will hear from the City Planner in relation to the Application for the Development Variance Permit for the property on 1st Avenue West (see page 8 of the Agenda)

Report from the Communications Manger    -- Council will hear a report from Communications Manager Veronika Stewart that will include a recommendation to select Watson Projects as the successful bidder to complete the City's Child Care Assessment and Action Plan  (see page 16 of the Agenda)

Correspondences for Action 

Chris Lightfoot from Complete Streets for Prince Rupert - Mr. Lightfoot will seek the city's endorsement and signature for the BC Alliance for Healthy Living Communities on the Move Declaration; as well as a request that any future recommendations made by the BC Alliance be given consideration on a case by case basis  (see page 18 of the Agenda)

North Coast Immigrant and Multicultural Service Society  - The organization will be asking that City Council proclaim June 15th, 2019 as World Elder Abuse Awareness Day in the City of Prince Rupert. (see page 22 of the Agenda)

BC Parks and Recreation Association - The Organization will be asking City to Council to Proclaim the month of June 2019 as Recreation and Parks month in the city of Prince Rupert. (see page 24 of the Agenda)

Resolutions from Closed Meetings

Bylaws

Verbal Report from the Deputy Corporate Administrator -- Council will hear a report from Mr. Antonio Vera related to revisions of the zoning Amendment Bylaw and Amendment to the Quality of Life Official Community Plan for a property located at 1051 Chamberlin Avenue (see page 26 of the Agenda)

The evening will come to an end with any Additional Items as well as Reports, Questions and Inquiries from Members of Council.

Council members can also take advantage of the period to offer up any items or concerns that they have for consideration on the night.
