City Council Preview: Monday, October 5, 2020


Their virtual UBCM convention going having come and gone, City Council members return to their seats in the Council chamber for the first of two meetings this month, a return to the twice a month meetings following the more relaxed three month summer schedule previous.

They return to their work of October brings a range of presentations and recommendations to consider, including a number of presentations from the Chief Financial Officer, among them an amendment to the City's Five Year Financial plan which was previously adopted in the Spring.

The evening also features reports from the Director of Operations and the Manager of Transportation and Economic Development, a request for a letter of support and attention to an issue on enforcement of container bylaws raised in the September meeting.

Council will also make the final moves towards securing loan authorization for the Water Dam and Landfill projects.

Council members will also continue to make use of the Closed Council process this evening, as they meet tonight in a Special Closed Session at 5PM citing two items from the Community Charter as the reason to exclude the public.

(e) the acquisition, disposition or expropriation of land or improvements, if the council considers that such disclosure could reasonably be expected to harm the interests of the municipality

Tonight's Closed session will mark the thirteenth time that Council has hosted a public excluded session so far this year.

REGULAR SESSION OF CITY COUNCIL

Adoption of Agenda and Past minutes -- Mayor Brain will review the agenda for the evening and Council will adopt the minutes of past meetings.

Resolutions

Application for Development Variance Permit - 1819 Atlin Avenue -- Council will review the recommendation to approve the variance permit and proceed to final approval (See page 8 of the Agenda)

Report from the Chief Financial Officer -- A review of the August 2020 Budget Variance Report (See page  13 of the Agenda)

Report from the Chief Financial Officer -- External Auditor Appointment (See page  19 of the Agenda) 

Report from the Director of Operations -- Construction Services for Land fill Cell Expansion -- Mr. Pucci will recommend that that the contract for the Construction services for the Landfill expansion project be awarded to CT Northern Contractors Alliance. (See page  21 of the Agenda) 

Request for Support -- Trinity House -- Council will be asked to provide a letter of support for Trinity House in support of their application for additional recovery beds.

Report from Manager of Transportation and Economic Development -- Re: Community Economic Recover Infrastructure Funding - Application for CN Building Refurbishment -- Mr. Venditelli will seek out a resolution from Council to support staff application for grant funding through the Community Economic Recovery Infrastructure Program (CERIP) with the city seeking up to 1 million dollars for the revitalization of the CN Heritage Rail Station. (See page  23 of the Agenda) 


Bylaws

Report from the Director of Operations -- Road Closure Bylaw related to Edward and Albert Avenue areas off of 11th Avenue East  (See page 25 of the Agenda)

Report from the Chief Financial Officer -- Re: 2020 Five year Financial Plan Amendment bylaw -- Council will review and give First, Second and Third Reading for the Amendment to the city's original Financial Plan first adopted in the Spring  (See page 29 of the Agenda)

Report from the Chief Financial Officer -- Woodworth Dam Replacement Temporary Borrowing Bylaw, Solid Waste Infrastructure Borrowing Bylaw -- Council will give fourth and final reading for the approval of bylaws on the borrowing of money for the two infrastructure projects. (See page 46 of the Agenda)

The evening will come to an end with any Additional Items as well as Reports, Questions and Inquiries from Members of Council.

Council members can  take advantage of the period to offer up any items or concerns that they have for consideration on the night. One item has already been flagged for attention, that of a request from Councillor Niesh for council to review the enforcement of bylaws for shipping containers in areas zoned M1.
