City Council Preview: Monday, October 26, 2020


Depending on how much time members of the public may take up in the Committee of the Whole process, tonight's Council session could be another of the shorter ones for the year, with few large items of note up for discussion.

The final public council session for October, will be one reviewing mainly a range of requests for Support: with the City Council members set to move forward on four themes, enhancements for the Golf Course, a Housing Needs Assessment, the 2021 Business Facade program and support for Climate Action and awareness options.

The October session also features work on a variance permit, a road closure and an amendment to the Five year Financial Plan.

It being a Committee of the Whole night, Council will host an opportunity for the public to raise concerns or speak to issues as part of the start of the COW process for the evening.

Council members will also continue to make use of the Closed Council process this evening, as they meet tonight in a Special Closed Section at 5PM citing two items from the Community Charter as the reason to exclude the public.

90.1  (c) labour relations or other employee relations

(e) the acquisition, disposition or expropriation of land or improvements, if the council considers that such disclosure could reasonably be expected to harm the interests of the municipality

(g) litigation or potential litigation affecting the municipality.

Tonight's Closed session will mark the fourteenth time that Council has hosted a public excluded session so far this year.

REGULAR SESSION OF CITY COUNCIL

Adoption of Agenda and Past minutes -- Mayor Brain will review the agenda for the evening and Council will adopt the minutes of past meetings.

Resolutions

Application for Development Variance Permit - 1819 Atlin Avenue -- Council will review the recommendation to approve the variance permit and proceed to final approval (See page  9 of the Agenda)

Request for Support  -- The Prince Rupert Golf Course will be seeking the support of Council for its application to the North Development Initiative Trust recreation  infrastructure Fund for upgrades to their building envelope and extension of their storage areas. (See page 14  of the Agenda)

Report from Support - Housing Needs Assessment -- Council to consider approval by resolution an application to UBCM's housing Nees Report Program for up to 20,000 in funding. (See page  16 of the Agenda) 

Request for Support - 2021 Business Façade Improvement Program --  The Mayor and Council will consider support for the City's application to NDIT's 2021 Business  Facade Improvement program for a grant of up to $20,000.  (See page  18 of the Agenda) 

Request for Support -- Climate Action and Awareness Fund -- Council will be asked to consider providing a letter of support as requested  by the Community Energy Association for Environment and Climate Change Canada. (See page  20 of the Agenda)


Bylaws

Report from the Director of Operations -- Road Closure Bylaw related to Edward and Albert Avenue areas off of 11th Avenue East  (See page 22 of the Agenda)

Report from the Chief Financial Officer -- Re: 2020 Five year Financial Plan Amendment bylaw -- Council will review and give First, Second and Third Reading for the Amendment to the city's original Financial Plan first adopted in the Spring  (See page 26 of the Agenda)


The evening will come to an end with any Additional Items as well as Reports, Questions and Inquiries from Members of Council.

Council members can  take advantage of the period to offer up any items or concerns that they have for consideration on the night.
