City Council Preview: Monday, July 23, 2018



Prince Rupert City Council comes together tonight 
with a wide ranging Agenda for their only meeting for July

It will be report night at council, as the city's elected officials settle in for their only Council session for the month of July, with Council Members to review eight reports to council on the evening, as well as to provide for third reading of the Vehicle For Hire Regulations

As we noted last week, with Council having moved into their more relaxed summer schedule, Council members have also decided to take to their duties tonight a little earlier than usual, having moved the start time for this evening's work up to 5:15 close to two hours earlier than the usual 7PM start.

As part of this evening's meeting, Council will also receive a presentation from a delegation from Ridley Terminals Incorporated, which will provide some background to Operations at the industrial terminal and outline their plans for expansion of berthing facilities at Ridley Island.

Council is also is hosting it's monthly Committee of the Whole process this evening which opens the evening's public portion of the night, taking place just before the Regular Council session.

It offers the opportunity for members of the public to provide commentary or ask questions of City council on issues of concern.

Adoption of Agenda and Past minutes -- Mayor Brain will review the agenda for the evening and Council will adopt the minutes of past meetings.

Petitions and Delegations

Presentation from Ridley Terminals related to their Berth Expansion project -- Marc Dulude, President, Dennis Blake, Senior Manager and Michelle Bryant-Gravelle, Corporate Affairs Manager will provide Council with an overview of the RTI plans for expansion on site.

Any Notes on Unfinished Business will follow that presentation.

Report from the  City Planner; Re: Development Variance Permit for 1641 Overlook Street -- . City Planner Zeno Krekic will outline the background to the request for the variance  (see page 11 of the Agenda)

Report from the City Planner; Re: Application for Development Variance Permit for property at 1053 1st Avenue West  -- The City Planner will outline the nature of the work related to the variance request. (see page 22 of the Agenda)

Report from the City Planner; Re: Application for Development Variance Permit for property at 1045 1st Avenue West  -- The City Planner will outline the nature of the work related to the variance request. (see page 30 of the Agenda)

Report from the Director of Operations related to the Award of contract for the Prince Rupert Landfill West Berm Expansion -- Council will hear the details of the contract for work on the city's landfill expansion plans (see page 41 of the Agenda)

Report from the Direction of Operations -- Re: Funding application for Sub-line replacement and Water Treatment System (see page 43 of Agenda)

Memorandum from the Chief Financial Officer -- Re: Contribution of Councillor Kinney Honorarium -- Council will hear details of plans to put the remaining gross value of Councillor Kinney's honorarium ($8,246.96) otherwise budgeted to be donated to the COPD Clinic that is being proposed in tribute to the late Councillor. (see page 44 of the Agenda)

Report from the Chief Financial Officer -- May 2018 Financial Variance Report -- Council will receive a report from the City's CFO Corinne Bomben (see page 45 of the Agenda)

Report from the Chief Financial Office -- Re: Permissive Property Tax Exemption -- Council will be asked to provide direct to staff related to requests for additional properties to be added to the Tax Exempt listings (see page 50 of the Agenda)

Resolutions from Closed Meetings makes for the next element should Council have anything to disclose.

Bylaws 

Vehicle for Hire Regulation Amendment Bylaw  -- Council will give Third reading to the amendment bylaw (see page 65 of the Agenda Package)

The evening will come to an end with any Additional Items as well as Reports, Questions and Inquiries from Members of Council.

Council members can also take advantage of the period to offer up any items or concerns that they have for consideration on the night.
