City seeks Requests for Proposal for Woodworth Dam construction

The City will be reviewing proposals for the Woodworth Dam project
through August as they prepare for the next phase of their infrastructure program


The wheels are in motion for the next phase of the city's ambitious infrastructure plans for the Woodworth Lake Dam, with the City putting out a Request for Proposals the construction of the dam itself, with potential builders to deliver their bids by the end of this month.

The RFP process was started on June 29th through the BC Bid portal, and as the days towards July 31st count down, Hans Seidemann, the city's Manager of Community Development will be overseeing the process, listed as the contact person for those proponents looking to submit their  response.




In the documentation for prospective suppliers, the City notes the other upgrades to the city's drinking water supply, including the new water supply line and access road construction to the dam site. Projects which the city says were scheduled to be have been completed as of June 30th.

A mandatory site visit is set for July 9th, with the expedition from Seal Cove to Shawatalans and then on to Woodworth to take place at 1PM.

Once the RFP's are received the City's Evaluation Committee will review and evaluate the proposals, using a process that will rank each of the proponents bids.

Any contract award must be approved by City Council.

The project itself has six phases and a timeline that will take over a year to complete once the City has decided on the successful bid, those phases include:

Mobilization -- work to establish a barge landing, setup of offices, Laydown areas
(Time to complete 40 days)

Site Preparation -- Clear area, construct temporary access roads, diversion structures and environmental controls
(Time to complete 60 days)

Foundation Construction -- Complete Temporary Roads and road protections, Drill and Install Rock anchors
(Time to complete 65 days)

Dam Construction -- Construct Form work, Pour Concrete, Construct Downstream retaining and training walls, Install piping, Valves and Gates, install steel work
(Time to complete 215 days)

Decommission of Old Dam
(Time to complete 5 days)

Demobilization -- Site Cleanup, Equipment demobilization, Environmental remediation.
(Time to complete 40 days)
